This is a Chinese cleaver with the inscription Naosumi Saku (Made by Naosumi).

It was purchased at Tokyu Hands and has been stored at home unused.
Rust has appeared during storage.

I attempted to sharpen it while removing the rust with a whetstone, but was not successful.

It is a very good quality item, so I hope someone can take good care of it.
